Wearing the Niqaab in Ihraam, etc.

Question:

I am leaving for Hajj  in a few days and thus would be very grateful if I receive the answers to my questions as soon as possible. 

1.  Whilst in Ihraam it is not permissible for anything to touch the face.  Thus a woman who wears the Niqaab has to construct and wear the Niqaab in such a manner that it does not touch the face.  This can become very difficult.  I have heard that it will be permissible to wear the Niqaab in the normal manner and give out some Sadaqah as wearing of the Niqaab will not be all the time.  Is this permissible and correct?

2.  Is one allowed to use toothpaste whilst in Ihraam?

3.  Which portion of the male’s foot is to be left uncovered?

1)      The actual ruling with regards to women, who perform Hajj, is that they should not wear the Niqaab (veil) while in Ihram. Therefore, we would not advise the women to wear the normal Niqaab (which touches the face) while in Ihram. We feel that the lady should spend most of her time in the company of womenfolk and try her utmost best to avoid intermingling with the opposite sex. If due to some necessity she is obliged to appear in front of strange men, then she should adopt a different method of covering her face e.g. a book, cardboard or fan etc. which will not touch the face. If she was unable to cover her face in front of strange men, then she should make sincere Taubah. If she chose to wear the Niqaab and it touched her face for 12 hours or more then she will have to give one Damm (sheep etc.) as a penalty and if the veil touched the face for less than 12 hours, she will have to give Sadaqah. 2)      If the toothpaste has a fragrance then its use in the state of Ihram is not permissible. If anyone did so in Ihram then Sadaqah must be given.

3)      It is incumbent upon the males to leave the ankles and the upper portion of the feet exposed while in Ihram.
