There are many Hadiths which state that there are special times when duas are always accepted and never rejected. For example it is stated in some Hadiths that du’a made at the time of rain, du’a of a traveler, or du’a made in between the azan and iqamah are never rejected.
My question is that (a) does this imply that duas that are made other than these special times can be rejected? (b) Although it’s much better to do make du’as at these special times, can’t a du’a be made at any time and still be accepted? c) What would cause a du’a that is made other than these times to not be accepted?

Allah Ta’ala states in the Quran:
Call out to me and I will respond to you.
(Surah Ghafir, verse: 60)
One may make du’a at any time. It is upto Allah Ta’ala to decide which du’a He accepts.
These occasions have been specifically mentioned as times for acceptance, and one is therefore naturally inclined to abide by them.
However, even the du’as made on these occasions are subjected to the will of Allah.
