Adding water to milk

Q: Milk shops take milk at a rate of RS.80 per kg everywhere in our city. Actually the rate of pure milk is RS.120per kg. Milk shop owners say that they take milk at a low rate as they are sure it contains water. No one is willing to buy our milk at the actual RS.120 rate. So if we mutually agree on adding water to milk, is this permissible?

A: If they agree and the percentage of water and milk is defined then it is permissible.
