Islamic ruling on talaq for abused and financially struggling individuals?

I have been going through difficult times since my marriage. Since marriage I have been tortured by my wife and my in-laws verbally. Now torture has turn to an extent that I have been tortured physically by my in-laws who practice Salaf and I have no control over my wife and children. My wife picks up unnecessary arguements with me and my family and calls her father who is a so-called Alim from Omerabad who is very abusive and uses rash language. My in-laws are allergic to Hanifis and we practice principles of Hanafi. They abuse all Hanifis in particular. My wife and children have not celebrate any Eid along with me since my marriage to offer prayers with my in-laws, and argues with me that she wants to stay whole of Ramadan with her family for tarawih. I have started hating my wife and my in-laws. I want to give Talaq, but the Ulama and Social Services here say that you have to pay money for talaq, which I do not have. What is the Islamic ruling on talaq.

(Fatwa: 1578/1230/B=11/1434)

You did a blunder that you married a Salafi. Now you will have to bear the consequences of the same. You should invite two or three men from your side and the same from her side and then follow whatsoever solution they come with after hearing both of you.

Note: In case of talaq nothing shall be wajib except of mahr and iddah expenses.
