Question 

What is the ruling on eating in halal restaurants where the chef is a non-muslim?

Answer

In the Name of Allah, the Most Merciful and Compassionate

If the food served at the restaurant is permitted (halal), the religion of the chef/cook does not affect the permissibility of the food.

It is always ideal to prefer eating at establishments where all those who handle the food are Muslims. This is because the Muslim has an honor with God, and from that comes a more profound sense of blessing in the food.
