The expression “gone too soon” could have different meanings. It depends on the intention of the person saying it and what they are intending. The term is often used when someone passes away at a young age or dies suddenly. People have difficulty coping with that loss, so they express it by saying gone too soon.
If they intend that the person should have lived longer and that they died too young and owed more time, then this is problematic, and these types of expressions are not to be said by a believer. It lacks complete submission to the divine decree.
However, if they mean that the person died suddenly, perhaps young before experiencing many things in life or that they would have loved had that person lived longer, etc. Then I don’t see that as questioning the divine decree. There is a difference between feeling a natural sadness after losing someone and feeling angry or expressing discontentment to the situation.
I would personally never use this expression. We know as Muslims that one dies at the exact time and place already destined by Allah before we came into existence.
