Declaring purchases as gifts to avoid paying customs/taxes

Would like to know what the ruling is on this? When someone orders some items on internet for example and requests the seller to mark/declare them as gift for the purpose of avoiding having to pay customs/vat. Also which is the basis for the ruling? Please provide as detailed reply as possible as this is a widespread practice here in Norway.
