Can Fatima and Muslim men living in non-Muslim countries marry non-Muslims?

Assalam O Alaikum, I have two inter-linked questions for you please. According to Islamic Sharia, Muslim men are allowed to marry non-Muslim women from Ahle-Kitaab (people of Book). Muslim women are not allowed to do so. Question 1: I have a friend named Fatima living in Luxemburg (small non-Muslim country in Europe with hardly any Muslim population) who converted to Islam few years ago. She is the only Muslim in her entire family. She wants to get married now but she cannot find a suitable Muslim man in Luxemburg. She cannot leave her country and her parents who are very old and move to a Muslim country to get married. She also cannot leave her country because of financial issues. In such scenario, can she marry a noble Christian, Jew or even Hindu, Buddhist or Parsi man? My friend, Fatima, is very very worried so please answer this ASAP and also answer this question in email too as Alim Online is not available in Luxemburg. Question 2: Can a Muslim man, living in a non-Muslim country, marry a Hindu, Buddhist or Parsi woman IF he cannot find a suitable Muslim woman? For example a Muslim man living in Bhutan or Japan where there is very little Muslim population? Please explain this in context of Muslims living in non-Muslim countries in cases where they cannot find suitable Muslims for marriages.
