If istinjaa is not made, is ghusl compulsory?

My question is that if a Muslim does not wash his private parts after urination. Then for him ghusl is compulsory? 

Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

Istibraa (ensuring that every single drop of urine is expelled) is waajib (necessary).[1] 

Istinjaa (thoroughly washing the private parts after relieving oneself) is Sunnah if the impurity is lesser than the diameter of a dirham which is 2.75 centimeters.[2] If the impurity exceeds 2.75 centimeters, then istinjaa will be Fard (compulsory) and leaving out istinjaa in this situation will be a sin.[3]  

If an individual leaves out washing his private parts after passing urine, he should still make istinjaa at a later stage before making wudhu to carry out Ibaadaat such as Salaah etc. In this case, if the urine has soiled his undergarments or clothing, then that too should be washed. However, ghusl will NOT be compulsory by merely passing urine.
