Zakat to Charity organizations

While paying zakat money to a charity organization, do we have to take into consideration the portion of that money that goes towards their owen overhead expenses.

For example, if $100 is paid to a charity organization for a specific project in some part of the world, and on their website they’ve mentioned that, lets say, 15% of money received is used for their administrative expenses, should we consider the zakat paid to be full $100 or $85?

Given the obligation that zakat funds be given specifically to the poor and needy themselves, one should only give zakat to those charities that appear to have a clear policy of how zakat funds are handled.
