Al-jawab billahi at-taufeeq (the answer with Allah’s guidance)
1) Marriage is Sunnat Mu’akkadah (a highly emphasised way of the Messenger of Allah) and should not be delayed.
Hazrat Abu Saeed and Hazrat Abdullah b. Abbas (May Allah be pleased with them) reported: The messenger of Allah advised: A man should give good name to his offspring’s, teach him good manners and when he attains puberty, he should marry him off. If the offspring has attained puberty and he has not married him off and in this state the offspring has committed a sin, the burden of that sin would be upon the father.” (Mishkaat ul masabih)

Allah Ta’ala says,
“And those who say: “Our Lord! Bestow on us from our wives and our offspring who will be the comfort of our eyes, and make us leaders for the Muttaqûn. Those will be rewarded with the highest place (in Paradise) because of their patience. Therein they shall be met with greetings and the word of peace and respect.” (25:74,75)
The Prophet (Sallallahu Alaihi Wa sallam) says, “I marry women. He who refuses to accept my tradition is not one of my party.” (Bukhari)
Prophet (Sallallahu Alaihi Wa sallam) also says,”O party of young men, he who is able to marry, must do so because marriage is a shield for the eyes and a source of forbearance from the illegitimate use of the private parts. he who is not able to marry should observe fast for this is as good for him as being castrated.”(Bukhari)
Marriage is the remedy of diseases, it saves a person from pimples, boils and blood diseases. (Tibbei Nabawi Pg. 7)
2) Yes, he can get married. Circumsicion is Sunnah Mu’akkadah (a highly emphasised way of the Messenger of Allah) and one of the salient features of Islam (Sha’air).
Circumsicion is also regarded as the way of Ambiyaa (Alayhimus salaam), so it was not only practiced by Nabi (Sallallaahu Alayhi Wasallam), but by the apostles before Nabi (Sallallaahu Alayhi Wasallam).
Nabi (Sallallaahu Alayhi Wasallam) said, ‘Five practices are the characteristics of Fitrah (nature); circumsicion, plucking the armpit hairs, shaving the pubic hair, clipping the nails and cutting the moustache short.’ (Bukhari).
He (Sallallahu Alaihi Wasallam) also said: “Circumcision is Sunnah for men and a source of pleasure (in sexual intercourse) by performing it on women” (Recorded by Imam Ahmad in his Musnad and Imam al-Bayhaqi in his Sunan with a weak chain of narrators, from Radd al-Muhtar).
