Can I give Zakat to my brother so that he can pay off his debt?

My brother’s monthly income is Rs.48,000. He has three kids and he has to take care of their expenses for their education. He is in debt of Rs. 1.5 lakh from our inheritance, which is difficult for him to pay off due to his expenses. Can I give him Zakat so that he can pay off his debt? I have already pardoned him from my shear of our inheritance. He still owes our two sisters who are both needy.

If after deducting the value of the debt, the questioner’s brother does not possess the value of the Nisab (i.e. 52.5 tola of silver) beyond his personal needs, and he is also not a Seyyed (i.e. a descendant of the Holy Prophetﷺ), then the questioner can give him Zakat.
