Zakat due upon the one who has given the debt?

I would like to know if someone was given a debt of Rs.250000, is it’s Zakat due upon the one who has given the debt? If 20 years has passed since this amount was given, then what is the law regarding this? One installment of Rs.15000 was just returned to me. Should I give one year of Zakat from this Rs.15000?

If the questioner is hopeful of receiving the amount given in debt from the person it was given to, then in that case the Zakat of that amount is due upon the questioner. Therefore, how much ever of the Rs.250000 was received by the questioner, 2.5% of Zakat it is due for each of the years passed upon it.
