Answered as per Hanafi Fiqh by Darulifta-Deoband.com
Assalamualaikum Kindly answer the following question. i shall be thankful. I work in Sales Department of a company providing natural gas to the consumers. Some consumers do not pay their bills in time. Billing departmen of our company charges late payment surcharge. when a consumer commits default the case is referred to our department that is Sales Department. Now i check the amount which includes the surcharge and write letter to Legal Department. i want to ask whether my act is Halal. i spend 10 % of my job time on this type of correspondence and 90% on other type of work which does not include any unlawful activity. is my income totally halal or totally haram? or some portion of it is Haram? if yes what should i do? Answer

(Fatwa: 246=238/D)

You do legal proceedings in order to receive the bills (original and surcharge), you do not have any relation with surcharge (interest transactions); then your earning must be lawful. But, you are helping others in sin; therefore, it is better for you to hand over this work to someone else.
