Assalaamu `alaykum waRahmatullahi Wabarakatuh

1) In principle, it is permissible for a male and female to marry at any age. If they are immature (nabaligh, minor), then a wali (guardian) must give them away in marriage. Consummation of the marriage can only occur once the girl matures or her body is physically fit for that. If the wife is an adult and is unfit for intercourse, then too it is prohibited until it is not harmful to her health. 

ويجوز نكاح الصغير والصغيرة إذا زوجهما الولي بكرا كانت الصغيرة أو ثيبا

(Al-Hidaya, 2/316, Maktaba Shirkah)

واختلفوا في وقت الدخول بالصغيرة فقيل لا يدخل بها ما لم تبلغ وقيل يدخل بها إذا بلغت تسع سنين ، كذا في البحر الرائق .

وأكثر المشايخ على أنه لا عبرة للسن في هذا الباب وإنما العبرة للطاقة إن كانت ضخمة سمينة تطيق الرجال ولا يخاف عليها المرض من ذلك ؛ كان للزوج أن يدخل بها ، وإن لم تبلغ تسع سنين ، وإن كانت نحيفة مهزولة لا تطيق الجماع ويخاف عليها المرض لا يحل للزوج أن يدخل بها ، وإن كبر سنها وهو الصحيح

الثاني واختلفوا في وقت الدخول بالصغيرة ، فقيل لا يدخل بها ما لم تبلغ ، وقيل يدخل بها إذا بلغت تسع سنين وقيل إن كانت سمينة جسيمة تطيق الجماع يدخل بها وإلا فلا

2) According to our understanding of the query, your mother has 300 qadhaa fasts from previous years due to the times she was in her menses. Now her health condition has become poor and it is difficult for her to perform these qadhaa fasts.

In principle, if one has qadhaa fasts then the fasts themselves must be made up as soon as possible. It will not be permissible to pay fidyah. However, if the person is extremely old and does not have the strength to fast (and fasting will cause complications), or the person is extremely ill and has no hope in recovering nor the strength to fast, then it will be permissible to give fidyah. If this is the case, one may give grain to a poor person equivalent to the amount of sadaqatul fitr for each missed fast or may give the value of sadaqatul fitr in cash. As an alternative, one may also feed a poor person two filling meals per day for each missed fast.

It is important to mention that if the person recovers from their sickness or regains strength and is able to fast, then all of the qadhaa fasts must be made up. As for the paid fidyah, they will be rewarded for that separately InshaAllah.

( قوله وللشيخ الفاني وهي يفدي فقط ) أي له الفطر وعليه الفدية وليست على غيره من المريض والمسافر والحامل والمرضع لعدم ورود نص فيهم ووروده في الشيخ الفاني وهو الذي كل يوم في نقص إلى أن يموت وسمي به إما ؛ لأنه قرب من الفناء أو ؛ لأنه فنيت قوته وإنما لزمته باعتبار شهوده للشهر حتى لو تحمل المشقة وصام كان مؤديا وإنما أبيح له الفطر لأجل الحرج وعذره ليس بعرض الزوال حتى يصار إلى القضاء فوجب الفدية لكل يوم نصف صاع من بر أو زبيب أو صاعا من تمر أو شعير كصدقة الفطر لكن يجوز هنا طعام الإباحة أكلتان مشبعتان بخلاف صدقة الفطر كما قدمناه كذا في فتح القدير وفتاوى قاضي خان وفي معراج الدراية ولا يجوز في الفدية الإباحة ؛ لأنها تنبني عن تمليك .
