Age for children to start covering awra?

At what age a girl and a boy who haven’t hit puberty needs to cover their awrah in Hanafi school of thought. I have seen girls of age 3 covering their heads and in islamic schools it is a part of their uniform. Is this compulsary or is it because we live in western country this practice needs to be taken. At the time of Prophet Muhammad (sallallahu alayhi was sallam) did young girls and boys had a dress code to follow?
