In its broadest definition as struggling in the path of Allah with one’s self, wealth, soul, intellect, the Qur’an etc. (incl. its moral, economic, cultural, social aspects), is jihad fard ‘ayn considering the pathetic state of the Ummah? Kindly note that I am NOT asking whether jihad qital is fard ‘ayn. What do the “traditional” ‘ulema say about this considering our Ummah’s situation?

There is an intimate relationship between the general concept of jihad, or striving for the sake of Allah, and:
a) commanding the good & forbidding the wrong, and
b) being of good counsel (nasiha) to Muslims in particular and humanity in general.
These all relate to the general imperative that the Muslim seeks to maximize the good (and forbidding the wrong returns to this).
Some of this is personally obligatory, some communally so, and some recommended.
