Giving the Zakat money for construction or administrative purposes

I have to give Zakat. Can I give it to a Madrasa in which the students don’t live (i.e. within the madrasa) and the Madrasa is in need of money? Kindly inform me of a solution to this.

الجواب حامدا و مصلیا

If the Madrasa is in need of finances for construction or administrative purposes, then money of Zakat cannot be spent (on the Madrasa) for this, unless the method of Tamleek is adopted (i.e. giving the Zakat money to a poor person and then having him give the money to the Madrasa). If the administration of the madrasa is not able to achieve any reliable source for Tamleek, then instead of Zakat, the questioner should assist the Madrasa in any other way (such as donation, charity etc.).
