Does the Darul Iftaa have information that this PhD offering institution conforms to Islamic Shari’ah? If so, this is not clearly understandable. The answer given makes it seem that Islamic Shari’ah allows women to study at Western-style secular institutions of higher education.

Your observation is correct. It is not permissible for a woman to pursue studies at a secular university.
