Answered as per Hanafi Fiqh by Askimam.org

Will an oath be valid if it is made in the heart without uttering it?

Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

An oath needs to be uttered for it to be valid and binding.[1]
