Assalaamu Alaykum
Is it necessary for a man when wearing a topi to cover the hair that comes or falls on the forehead as well. This would mean that the topi is worn loosely in such a manner that some portion of the forelocks may remain exposed and some hair sticks out from the front of the topi . Is this a permissible way to wear the topi or is it necessary to cover in such a way that all hair remains covered.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
A topi is a covering for the head[1]. Hence, it should cover most of the hair on the head. There is no religious restriction if some hair is apparent from the front or back. However, one should don the topi in a presentable manner.
