Is it a condition to move the lips during recitation and dhikr in the salat and otherwise?

Answer:
In the Name of Allah, Most Gracious, Most Merciful

 
Yes, it is a condition for the validity of the recitation and dhikr to pronounce the words so that one can hear oneself, whether this is in the prayer or outside of it. Unless one does this, none of it is considered [s. done] and it is not counted, as Imam al-Nawawi has said in the beginning of al-Adhkar.

السؤال: هل يشترط تحريك الشفتين عند القراءة والذكر في الصلاة وغيرها ؟

الجواب : نعم يشترط في صحة القراءة والذكر التلفظُ بها بحيث يسمع نفسه سواء كان ذلك في الصلاة أو خارجها ، فلا يحسب شيء منها ولا يعتد به من غير ذلك كما قال الإمام النووي في أوائل “الأذكار”.
