Is it empasised in Sunnah to dress and look neat, tidy, good smartly?
Or should one dress and look untidy to be modest?

1. Of course. Not only in Sunnah, it’s in the Qur’an:
يبني آدم خذوا زينتكم عند كلّ مسجد
“O children of Adam! Take hold of your zeenat (beauty) at every masjid.” (7:31)
A hadith in Sahih Muslim states: “Surely Allah is Jameel and He loves jamaal.”
2. Being untidy is not modesty – modesty is in the heart and in simplicity.
