Is kissing and hugging with wife allowed during the period of fasting? Is there any provision for sex in between Iftaar and Sahri with wife?

One is allowed to have kissing and hugging if he has control over himself, but it is better for a youth to avoid such things as these things may lead to intercourse.
(2) It is allowed to have intercourse between iftar and sahr, there is no precondition for the same. However, one should not miss salah.
