A man masturbates without semen discharge from penis. Does he need ghusl, does he need wudhu, can he make imam of his wife in salah, does his masturbation without semen discharge break his fast? He was given fatwa that انما الماء من الماء. But he insists he wants fatwa from Deoband.

If nothing like madhi or semen was discharged then neither wudhu was broken nor fast. However, this act (masturbation) is an abhorrent and sinful act. It also causes lots fatal and unbearable diseases.
Note: The answer is correct. It is not valid to appoint the wife as imam for salah.
