Can You Make Wudhu and Pray Fajr Before Sunrise in Janabah?

One person in the state of janabah, awakens from sleeping for Fajr prayer but 10 or 15 minutes are remaining for sunrise. In this situation is it allowed to wash the najis and private parts and make wudhu and complete the Fajr salah?

(Fatwa: 1610/1246/B=1433)

No, he will have to offer Fajr salah after making ghusl and being tahir (clean/pure) completely though Fajr salah is missed.
