I understand that after relieving oneself, it is permissible to use toilet paper to cleanse the private parts. Does this only apply to urine and feces or can one cleanse oneself of wadi / other najasah emissions using toilet paper as well.

Answer:
In the Name of Allah, Most Gracious, Most Merciful

It applies to any filth that exits from the private parts and remains on them, including wadi.

The definition of istinja’ is, “removing putrefying filth on the private parts that is from the private parts with water or stones”. Stones, here includes dry toilet paper and the like. (Wet toilet paper is not acceptable.)
