Is it permissible to miss salat to ensure people pray in appropriate places during jummuah prayers?

Salaam. At our masjid we volunteer during jummuah prayers for parking control aswell as human trafficing. we have realised that at times people end up praying in places they are not meant to (ie in stairways, fire exit places etc) and end up leaving their belongings in places that are a risk of health and hazard. Even though we have left notices, people do not listen. I heard from someone that because we are working to help ease things, it is permissible for us to miss the salat and make sure that people pray in the appropriate places. Can you please clarify this for me. Jazakhallah.
