What is status of following narration? Can this narration be quoted?

عَنِ ابْنِ عَبَّاسٍ أَنَّ رَسُولَ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ قَالَ: إِنَّ اللَّهَ أَعْطَى كُلَّ ذِي حَقٍّ حَقَّهُ، وَإِنَّ اللَّهَ فَرَضَ فَرَائِضَ وَسَنَّ سُنَنًا، وَحَّدَ حُدُودًا، وَأَحَلَّ حَلَالًا، وَحَرَّمَ حَرَامًا، وَشَرَعَ الْإِسْلَامَ، وَجَعَلَهُ سَهْلًا سَمْحًا وَاسِعًا، وَلَمْ يَجْعَلْهُ ضَيِّقًا ، يَا أَيُّهَا النَّاسُ! إِنَّهُ لَا إِيمَانَ لِمَنْ لَا أَمَانَةَ لَهُ، وَلَا دِينَ لِمَنْ لَا عَهْدَ لَهُ، وَمَنْ نَكَثَ ذِمَّةَ اللَّهِ طَلَبَهُ اللَّهُ، وَمَنْ نَكَثَ ذِمَّتِي خَاصَمْتُهُ، وَمَنْ خَاصَمْتُهُ فَلَجْتُ عَلَيْهِ، وَمَنْ نَكَثَ ذِمَّتِي لَمْ يَنَلْ شَفَاعَتِي وَلَمْ يَرِدْ عَلَيَّ الْحَوْضِ. أَلَا إِنَّ اللَّهَ لَمْ يُرَخِّصْ فِي الْقَتْلِ إِلَّا فِي ثَلَاثٍ: مُرْتَدٌ بَعْدَ إِيمَانٍ، وَزَّانٍ بَعْدَ إِحْصَانٍ، أَوْ قَاتَلِ نَفْسٍ فَيُقْتَلُ بِهَا. اللَّهُمَّ هَلْ بَلَّغْتُ ؟

Answer

This is recorded by Imams: Abu Ya’la and Tabarani (rahimahumallah) with the same chain which consists of a very weak narrator.

(Musnad Abi Ya’la, Hadith: 2452, Al-Mu’jamul Kabir, Hadith: 11532 and Ithaful khiyaratil Maharah, Hadith: 216)

However, all the sentences of this Hadith are well corroborated.

It therefore, gains sufficient strength.

Translation

Sayyiduna ‘Abdullah ibn ‘Abbas (radiyallahu ‘anhuma) narrates that Nabi (sallallahu ‘alayhi wasallam) said:

‘Indeed Allah has given everyone his right, and verily Allah has defined the compulsory actions, and has made other actions Sunnah. He has created the boundaries for actions, and has made permissible the halal, and has forbidden the haram. He enshrined [the rules of] Islam, and has made it easy, simple and vast and He never make difficult. O people, there is no faith for those who are not trustworthy, and there is no Din for those who have no due regard for covenants. Whoever violates the protection of Allah, Allah will seek him out, and whoever violates my protection, I will oppose him, and whoever I oppose I will break away from him, and whoever opposes my protection will not receive my intercession and will not be present at my pond (hawd). Note well that Allah has not permitted killing except of three persons:

  1. An apostate after bringing Iman
  2. An adulterer after being muhsan [refers to a married person who fulfills certain criterion]
  3. A murderer who is to be killed for his crime

O Allah, have I conveyed?’
