Who is allowed to recite Quran for a marhoom in order to send blessings upon them?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
Who can recite Quran for marhoom as eesal-e-sawaab only children and wife OR all the relatives can recite?

Answer

(Fatwa: 712/712/M=1433)

Any one whether a relative or other can recite the Quran for the Isal-e-Sawab of the deceased. But, you should avoid the prevalent collective Quran Khwani system. One should individually do isal-e-sawab any time without specifying any fixed time for the same.
