Is it OK to give zakah money to a relative without their brother’s knowledge?

I have my cousin brothers, one of whom asked my brother to give him zakah money as he is in debt of 5 lakh INR. He is living in joint family with his brother and parents. I am not sure whether his brother knows that he has asked for zakah money. When I am typing this, I have heard that they have shopped all reasonable food items, powders, syrup, and many more for Ramadan. So my question is, is it permissible to give zakah money which may be going to be used in his home without his brother’s knowledge, who may not want to receive zakah money.

If your cousin is eligible to receive zakah, your brother may give his zakah money to him. After taking the zakah money into his possession he may meet his family expenses with it. It should be noted that in this case if the brother of your cousin uses these things he shall not be considered as receiver of zakah.
