Narration of 70,000 Entering Paradise Without Reckoning

Please clarify a hadith for me:

On the day of judgement 70,000 people of my ummah will enter jannah with no hisab.

My question is are these people the miskeen gharib people or people who dont do ruqayah and simply rely on Allah to heal them?ย  Jizakallah.

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salฤmu โ€˜alaykum wa-rahmatullฤhi wa-barakฤtuh.

Ibn โ€˜Abbas (radhiallahu โ€˜anhu) narrated that the Messenger of Allah (sallallahu โ€˜alayhi wa sallam) said, โ€œSeventy thousand people of my followers will enter Paradise without reckoning. They are those who do not practice ruqyah, do not take evil omens, and place their trust in their Rabb.โ€ (Sahih al-Bukhari, 6472)

Mulla โ€˜Ali al-Qari writes regarding those mentioned in this hadith:

They are those who do not seek ruqyah at all, or ruqyah through anything other than words of the Qurโ€™an or names of Allah. They do not take bad omens from birds, nor do they take good or bad omens from animals โ€ฆ They place their trust in Allah in all they do or do not do.

(โ€˜Allamah) Tibi (rahimahullah) says: โ€ฆ These are attributes of saints who turn away from worldly means โ€ฆ This is the rank of the elite which others cannot attain. As for the general masses, they have been granted leeway in taking medicine and seeking treatment. However, anyone who endures distress and anticipates relief from Allah (subhanahu) through duโ€˜a will be counted among the elite and the saints. Whoever is unable to bear it may seek ruqyah, treatment, and medicine.[1]

Imam Muzhiri states:

There are two levels of reliance โ€“ general and exclusive.

General reliance is required for all Muslims. Exclusive reliance is what the elite servants of Allah have.

General reliance is that a person knows that no one can cause change besides Allah, and nothing can cause any effect without the permission of Allah. Therefore, food cannot satiate, drink cannot quench, medicine cannot cure, poison cannot kill, and fire cannot burn without His permission. Everything else is the same. Whoever knows and believes this may take medicine and seek ruqyah and flee from an enemy to a fort. Similarly, he may earn wealth through business and trade and other means as long as he knows that the Sustainer is Allah taโ€˜ala, and that earning is a means just like taking medicine is a means for cure.

Exclusive reliance is that a person abstains from taking medicine and seeking ruqyah due to his conviction that nothing good or bad can reach him other than what Allah has decreed for him.

The exclusive form of reliance is what is intended in this hadith.
