Is it the right [haqq] of the Quran to finish reading it twice a year?

My question is regarding finishing the quran in Ramadan. I have heard multiple times that finishing the quran 2 times in a year is the haqq (right) of the quran meaning one in Ramadan and one in ghair Ramadan? Is this statement true? 


In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

One should try and read as much of the Quran as possible and should make it a habit that no day should pass by without recitation [tilawah]

If the days and nights of a person are going by without recitation of the Quran, then he should consider himself deprived [mahrum] of much good. May Allah protect us from this state. Ameen.

The exception to the above is when it is unlawful for a woman to read the Quran in the days of her menstruation [haydh] or lochia [nifas]. In this situation she is not deprived because she is worshipping Allah by obeying His commands. A woman should remember Allah [dhikr] in these times. 

Regarding the statement you mentioned in your inquiry, it is narrated by Al-Hasan bin Zayd (may Allah have mercy on him) that Imam Abu Hanifah (may Allah have mercy on him) stated: “Whoever reads the Quran (completing it) twice per year then verily he fulfilled its right [haqq] because the Prophet (salallahu alayhi wa sallam) recited the Quran to Jibril (alayhi al-salam) twice in the year he (salallahu alayhi wa sallam) passed away in.” [i]

This advice of finishing the Quran twice per year has also been mentioned by others who have stated that one should finish the Quran (at least) twice per year, if he is not capable of doing more than this. [ii] 

The bare minimum for one not to be considered as having forsaken the recitation of the Quran is to finish it at least once per year. [iii] 

As for the one who has memorized the Quran [hafidh], it is recommended [mustahab] that he finish the Quran once every forty days. [iv][v][vi]

وقال أبو الليث في كتاب البستان ينبغي أن يقرأ  القرآن في السنة مرتين إن لم يقدر على الزيادة وقد روى [ii]
