Why tableegh workers do not do dawah to non muslims

Answered as per Hanafi Fiqh by ShariahBoard.org
Why tableegh workers do not do dawah to non Muslims? They say we have to reform Muslims first. When can we say that ok Muslims are now reformed now we can do dawah to non Muslims. Prophet Mohammed (saws) reformed Muslims and at the same time preached to non Muslims. Is not Quran for the whole of mankind? How can it be restricted only to Muslims? Most of the Ayat are to mankind. See 5:67.Also Surah Haj last Ayat says just as Rasool is witness to you, you have to be witness to MANKIND. Alu Imran 110 says Let there arise out of you for MANKIND…There are many Ayat like this. These workers do not read meaning of Quran. In fact when I asked a worker who has gone for even 1 year jamaat why he did not read Quran he said that he learned Islam through Fazaail book and so he will read only that. If we ask questions to them they do not answer. They blindly follow their leaders. I am asking this doubt well knowing the lot of goodness that is seen in this jamaat which cannot be denied. But if this is restricted only to Muslims then atleast their leaders are sinning? Hope you will answer this question.
Scholars say that the work of dawa and its effort should be done even amongst the Muslims as it should be done amongst the non muslims. All the scholars say this whether tablighi or non-tablighi. This is mentioned in many places beside the verses you mentioned in quran. Thos who think that this should be done only among non muslims and not muslims and vice versa are wrong. You can work among non muslims as tablighi are doing in the muslims.
No one opposes it not even the scholars of tabligh. The issue of quran you mentioned is a slander on tablighi ulema. The amount they read you might not be able to read. Every time they go out they recite. Every day after tajajjud they recite it for a while until fajar. They have a syllabus by which they try to inculcate good qualities in themselves. If people do this it creates a desire to practice on the whole religion. They read this book only as part of the course, which doesn’t mean that they think every thing else, is wrong. This is the principle of any communal or collective work that people trust its leader, his skills, piety, knowledge, and his understand of Quran and Hadith. And it’s because of this that we see so many good results stemming from this work. When there is no trust or proper leadership then no work can be accomplished.
