2) Can we call people who do shirk and bid’ah Muslims?
The person who says to that there is no one worthy of worship except Allah s.w. he would enter into paradise because, this person, not just says this statement, but also accepts its way of life. This statement also means that Muhammad peace be upon him is the last messenger of God. Which also includes the belief of all the profits and all the previous revelations and all the angels. This is what has been stated in the prophetic traditions that you whosoever accepts Islam will enter into paradise. And the person who makes this statement, but does not believe in it’s meaning has denied that statement. Let’s say the person says this statement, but does not believe in the prophet as the messenger of Allah then that person has not believed in the true meaning of this statement. He does not believe in the hereafter. He also does not believe in the previous prophets also he doesn’t believe in pre-determination.

Basically believing in the statement makes it necessary for the person to believe all it’s dictates. Those people who are involved in shirk and innovations, we would need a longer time to explain about them, which could be explained if you provide us with more details about them.
