If Allah decided to change something which He decreed on someone, is that out of his will or power?

Answer:
In the Name of Allah, Most Gracious, Most Merciful

In the Name of Allah, Most Merciful and Compassionate

May Allah’s peace and blessings be upon His Messenger Muhammad, his folk, companions, and followers

  1. Allah exists beyond time, so His Entity, Attributes, and Actions are in themselves not conditioned by time, in any way, though their manifestation may be thus.
  2. Thus, the absolute decree (qada’) of Allah–which is what Allah Willed in pre-eternity in accordance with His Knowledge–does not change.
  3. However, the contingent decree, which is the direction in which the concatenation of causes and effects appears to be flowing, can change–and this change is in reality fully in accordance with the absolute decree of Allah Most High.

Note:

The Will of Allah is a beginningless attribute of Allah that subsists through His Entity, by which Allah specifies some of the possible with some of that which is possible for it. His Will, thus, specifies. The Power of Allah is a beginningless attribute of Allah that subsists through His Entity, by which Allah brings into existence that which His Will specified in beginningless eternity. His Power, thus, brings into existence. So His Will is followed by His Power in terms of conceptualization. Otherwise, there is absolutely no before or after in relation to Allah Himself–in His Entity, Attributes, or Actions as they relate to Him.

And Allah alone gives success.
