Reciting Surah Qadr thrice on Friday

I want to know how authentic is the following statement?

“Whoever recites Surah Qadr three times on Friday [before Jumu’ah] and three times after Jumu’ah, will receive as many good deeds for him as the number of people offering Jumu’ah Salah that day throughout the world.”

Answer:

This narration appears in a Hadith Juz'(collection) of Abu Mansur Muhammad ibn ‘Isa ibn ‘Abdil ‘Aziz As Sabbah as the statement of Sayyiduna ‘Ali (radiyallahu ‘anhu). However, ‘Allamah ibn ‘Arraq (rahimahullah) has pointed out a liar in the chain. The Hadith is therefore not suitable to quote.
