A woman recieved a property as meher from her deceased husband.so the question is can she gift it to any of her 4 children or her grand children when she is alive or is it necessary to distribute them as per the sharia even when she is alive

The woman should distribute the property among her four children equally and she should give their share in their possession. This is the ruling for one who is distributing his/her property in his/her lifetime, as it is mentioned in hadith:
سووا بين أولادكم فى العطية .
What one gives to his children in his lifetime is gift and donation, and one is asked to gift equally to both boys and girls.
