Should mahr be decided by the groom or bride, according to Islamic jurisprudence?

Should mahr be decided by groom or bride, because one of the Mufti said that it should be decided by groom, where as since long time we have seen, that it is decided by bride. Please clarify by the authentic hadith.

Mahr is the right of bride. She has the right to fix her mahr equal to the mahr of her sisters and maternal aunties of her family which is known as mahr mithl. But this fixation shall depend on the permission and consent of the husband as it is he who will pay the mahr. Thus if the husband is ready then you can approve the mahr, you may fix the mahr fixed by the bride at the time of nikah.
