Question:
Is it permissible for the mutawalli (administrators) to redefine the masjid boundaries?
Answer:

Once a space or structure is designated as a masjid and made waqf, it remains a masjid until Judgment Day. Based on this ruling, the administrators of a masjid can only increase the boundaries to expand the masjid. They are not permitted to reduce the boundaries of the masjid. – (See: Rad Al-Muḥtār, Vol 4, Page 357[1], 358[2] & Vol 1, Page 656, Dār Al-Fikr[3])
