Can I pay my zakah money to the poor student who wants to join a madrasa and become an Islamic scholar (Alim)? If it is not possible to pay zakah, then can I give my interest money to him without the intention of sawab?

You can give your zakah to a student who is poor and entitled to receive zakah. Likewise you can also give interest money without an intention of reward but it is better not to give interest money to him as it is impure money rather give it to any miserable poor. If your sister deserves the right to receive zakah then you can give both types of the money to her.
