I am going to start a business in Afghanistan. The business is that I would be selling mobile phone minutes to international companies. This business is restricted and is fully not allowed from the Afghanistan government because the government itself is selling international income phone calls to outside companies at higher rate. Suppose the government is selling a minute per 10 rupees I would be selling the same at 7 rupees where I still earn 3 rupees per minute. Is it allowed for me to do this business while the government does not allow it? I have to admit that the money the government generates from this business is spend in the government in different parts like supporting the Afghan police, Afghan Army, roads, public health and so on. If I start this business the government will surely loss some amount since they will less minutes to sell. Kindly let me know if it is permissible to do so.

In case the abovementioned business is prohibited by the government yet you do it then you would land yourself in trouble. It is better for you not do the business. You should adopt any other lawful business which involves no legal restriction.
