Abstaining from Adultery

Answered as per Hanafi Fiqh by CouncilofUlama.co.za

Q: I know someone who is 17. He’s 70% mentally retarded. He can’t do a job and he can’t get married but he has sexual desires. If he got married he’s so crazy that he would give 3 Talaaq (divorces) within a week. He also gets anger attack in which he could start hitting anyone near him. He’s trying to protect himself from zina (adultery) by fasting. He fasted 16 days a row in Muharram but after he still fell into sin. What should he do how can he protect himself from Zina?

A: There is no option but for the person to control himself and abstain from zina.
