The answer to your question is as follows:

An Islamic religious law is called ‘Mas’ala’. Sometimes, the Islamic law is given in answer to a question so the same is called fatwa. So the fatwa is always given to answer to a particular query. Mas’alah includes all types of Islamic laws.
