Can we make Wuzu & tayummum after sexual intercourse

If someone had sex during the night and was unable to make ghusl before fajr salat because of short time, can the person make wuzu and tayummum and offer the salat? Is that salat accepted or not? or is it counted as qaza?
One has to perform Ghusl with water, when water is within the reach of a person. Shortness of time for Salat will not absolve oneself of the condition of Ghusl with water.
