With regards to your question the act committed by the father will render his marriage permanently unlawful with his wife. This is because of the law of Hurmat-ul-Musaaharah.
Hurmat Musaaharat is a law of Shariah that forbids specific men from marrying specific women. This law applies when there has been lawful and unlawful contact between a man and a woman (intentionally or unintentionally) with certain conditions laid down by the Shariah. These conditions are:

From the aforementioned discussion we can derive that when a father touched his daughter who has reached the age of puberty with unlawful intent, his marriage breaks with his wife and they become unlawful for each other for ever and there is no possibility of reconciliation.
Finally, if the mother was to touch her daughter with evil intent then this would not break the marriage.
