Answered as per Hanafi Fiqh by Askimam.org

I would like to know that if a man enters a women, and a few seconds later then pulls out, without ejaculation, as they no longer wish to continue, does this constitute sexual intercourse in Islam? Does a Ghusul have to be performed?

Answer

The moment the head of the penis enters, ghusl becomes necessary for both husband and wife. This is despite there being no ejaculation.

And Allah knows best.
