Assalamualaikum.w.w.can you give zakaat to pay off someones debt if the person in debt has no to very little income but owns the house he lives in?
Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
In principle, if the person’s liabilities exceed his assets and income, he qualifies to receive zakat.
In the enquired scenario, it will be permissible to give zakat money to a person in debt provided he does not own any wealth that is equal to or more than the threshold of zakat. A house is considered a necessity therefore it will not be considered when considering the eligibility of a recipient of zakat.

حوائج اصلی مین وہ اشياء داخل ہوتی ہین جن کے بغير انسانی زندگی بسر کرنا دشوار ہو جاۓ، خواہ وہ حقيقۃ ہو يا تقديرا
يعنی حوائج اصلیہ کی دو قسمین ہین:
حاجت اصلیہ حقیقۃ: وہ تمام اشیاء داخل ہے جن کے بغير انسان کو ھلاکت کا خطرہ ہو، مثلا ضروری نفقہ، اخراجات، رہائشی مکانات، آلات جنگ اور سردی گرمی کے وہ کپڑے جن کی اپنے موسم کے اعتبار سے ہر وقت ضروری ہوتی ھے
حاجت اصليہ تقديريہ: وہ تمام اشياء داخل ہين کے انسان جن کے باڑے مين ہر وقت صحيح معني مين متفکر رہتا ہے، مثلا واجب الادا قرضہ
