In the Hanafi Fiqh, whether one is undertaking a journey for a permissible or non-permissible reason the permissibility to shorten the prayers will still apply. This is because the hadiths on shortening the prayers are general, applying to both sinful and non-sinful journeys. (Athmaarul Hidayah p.248 v.2)
