3. On which basis do Saudi Arab people observe Fasting? Do they site the new moon and observe Fasting or as per the calender?

If the new moon is not sighted in the area of the questioner, or in the close neighborhood, or anywhere in the whole of Pakistan, declaring the commencement of Ramadhan etc. merely upon the announcement of Saudi Arabia, without any Shar’i evidence is not correct to observe Fasting/Eid etc. and should refrain from doing so. As for the basis of deciding in Saudi Arabia, this could be known by referring to them.
